Public Administration, BS/MPA (Public Policy and Administration)
Description. The major in Public Administration examines decision making, leadership and management in public agencies and nonprofit organizations. It introduces students to the field of public administration, including its scope, content, literature and relationship to other disciplines. This is accomplished through a curriculum that focuses on developing core competencies for new and mid–career public administration students.
The mission of the Master of Public Administration Program in Public Policy and Administration at John Jay College of Criminal Justice is to prepare students for careers in public agencies and independent organizations and to advance the study of Public Policy and Administration through scholarly and applied research and community service. The program seeks to inspire students to the highest ideals of citizenship and public service and provide them with the opportunities to acquire professional and political knowledge and skills based on academic instruction and study, public service experience and partnerships with faculty in scholarly endeavors.
Learning outcomes. Students will:
- Identify the core mechanisms of public administration including the organization and management of human and financial resources.
- Discuss the political, economic, legal and social environments of public policy and administration.
- Explain the unique challenges and opportunities of providing public goods and services in a diverse society. The includes the understanding of public administration and policy in an international and comparative context.
- Define and diagnose decision situations, collect and analyze data, develop and implement effective courses of action, and evaluate results
- Organize and communicate information clearly to a variety of audiences by means of oral presentation, written documents and reports, and quantitative graphs, charts and tables.
- Pre-service and in-service students synthesize and apply decision-making, leadership and management skills in public agencies or non-profit organizations.

Academic Standards, Admissions and Eligibility. To be eligible to apply for admission to this BS/MPA program, students must have completed at least 60 credits (including the college general education requirements) and have earned a 3.2 or better grade point average (GPA). Transfer students must first establish a 3.2 GPA at John Jay College for at least one semester before applying. Applicants must also submit a personal statement, recommendations from faculty, and a writing sample. Students are required to maintain an overall 3.0 GPA to remain in the BS/MPA Program. To receive both the bachelor’s and master’s degrees concurrently, students must have a graduating GPA of at least 3.0. Students whose GPAs fall below that level will not be able to receive the graduate degree even if they have completed sufficient credits. Students will be able to declare and earn the Bachelor’s degree with at least a 2.0 overall GPA.

Tuition and Financial Aid Information. This program is accelerated and intended for students to attend full-time (at least 12 cr. for undergraduate students, at least 9 cr. for graduate students). Full-time students pay undergraduate tuition rates until they complete 120 credits. Starting in the semester after 120 credits have been earned, credits will be charged at the graduate rate. Students that are below 120 credits and meet eligibility requirements, may continue to be considered for undergraduate federal and state financial aid programs including PELL and TAP. Once students complete 120 credits, they will no longer be eligible for undergraduate financial aid. Students may apply for federal loans at the graduate level to finance their completion of the joint degree.
If circumstances occur that require students to attend part-time, tuition rates will be determined by the level of the courses (undergraduate or graduate) they are registered for.
All students in the BA/MA joint degree programs are encouraged to consult with the Financial Aid Office about their eligibility for aid under federal and state guidelines and the Bursar’s Office about tuition charges when they are considering admission to these programs.
