Vehicle Use and Parking Regulation

Overview

These regulations are designed to foster the responsible and safe use of vehicles and parking lots at Carroll College. Students and employees are expected to familiarize themselves with all vehicle use and parking regulations. As parking on campus is a privilege and not a right, failure to comply with Carroll vehicle use and parking regulations may result in fines, towing, wheel-locking, or denial of parking privileges. Carroll College assumes no responsibility for any vehicle or its contents while operated or parked on campus. Carroll College has a limited number of parking spaces available on college property for students and employees.

Students and employees are encouraged to review the parking map at www.carroll.edu/parking. 

Registration of Vehicles

All students and employees must register any motor vehicle to be used on campus by purchasing a parking permit for the vehicle. Students are expected to obtain authorization for their lot assignment and purchase their parking permit through the Parking Office or on-line at www.carroll.edu/parking at the beginning of each academic year. Employees are also expected to obtain their parking permit through the Parking Office or on-line at www.carroll.edu/parking at the beginning of each year. Registration is not considered complete until the rear view mirror hanger is in place. The parking permit ceases to be valid when a student or employee is no longer enrolled or employed at Carroll College.

Use of Vehicle

  1. All state laws, city ordinances and college regulations will be enforced on all Carroll College property.
  2. The speed limit on campus streets or parking lots is 15 mph.
  3. Vehicles are restricted to designated roadways. Vehicles driven on any grassed area on campus will be cited for reckless driving and subject to fines and restitution.
  4. Motor bikes, motorized cars and bicycles must be operated in a responsible manner on campus streets or parking lots. No wheeled vehicles are to be driven on any grassed area on campus with the exception of emergency vehicles, Facilities vehicles and carts used by Athletic Training.

Parking of Vehicle

  1. Vehicles must be parked in such a way that they do not occupy more than one space. Violators will be ticketed.
  2. Vehicles must not be parked in fire lanes, crosswalks, handicapped parking slots, or in areas marked with yellow curbing. The college reserves the right to assess fines, use a wheel lock, or tow and impound vehicles at the owner’s risk and expense.
  3. Vehicles that are parked in an unloading zone must have their hazard lights on and are limited to 15 minutes.
  4. Vehicles may only park in a service drive if the vehicle is a service vehicle or Facilities vehicle.
  5. Parking for motorbikes must be in automobile parking slots. Parking for bicycles is limited to designated areas.
  6. Parking spaces for large trucks, camper trailers and pickup campers that extend beyond the dimensions of the vehicle are provided only in the north lot of the PE Center on a temporary basis no longer than one week with approval of the Director of Athletics.
  7. Any vehicle parked so as to constitute a hazard or interfere with college operations may be towed away and impounded at the owner’s risk and expense.
  8. At the end of each semester and at the conclusion of the summer session, all student vehicles must be moved to designated break parking or the vehicle will be considered abandoned. The vehicle will be towed and impounded at the owner’s risk and expense.
  9. The campus drive from the Fortin Science Center to the Corette Library, as well as the B Permit lot next to the Corette Library, are available for daytime parking only—with a permit—from 7 a.m. to midnight.

Parking Lot Assignments

Student Parking

Campus residents can choose to purchase an "A" Lot Parking Permit for $165 per year to park in an A Lot close to their residence hall, or to purchase a "B" Lot permit for $90 per year to park in any B Lot on campus.

"A" Lot Parking

Campus residents will be given first priority to purchase "A" Lot parking permits on a first-come, first-serve basis. Permits for these spaces are sold on a 1:1 basis, reserved 24-hours per day, 7 days a week. "A" Lot parking is limited to the designated "A" Lot that the student is assigned to. An "A" permit does not allow students to park in any "A" Lot. 

"B" Lot Parking

Commuter students can purchase a "B" Lot permit to park in any "B" Lot on campus. Commuter students also have the opportunity to purchase any remaining "A" Lot permits after campus residents have had the opportunity to purchase them. "B" Lot permits will not be limited to the number of parking spaces in designated "B" Lots. Purchasing a permit provides students with the privilege of parking on campus but does not guarantee a parking space. 

Employee Parking

Faculty/Staff parking lots and Reserved parking are provided throughout the Carroll College campus. Faculty and staff are required to register their vehicles and obtain a permit through the on-line system.

Campus Center Pay Parking Lot

Students and employees who have chosen not to purchase a parking permit may park in hourly-metered Campus Center parking lot from 7:00 a.m. to 5:00 p.m, Monday through Friday ($.25 per hour). After 5:00 p.m., the Campus Center pay lot will be available without charge unless reserved for event parking.

PE Center/HAC Parking Lots

To promote safety of vehicles and personal property, no overnight parking is allowed in the PE Center or HAC parking lots. All vehicles parked in the PE Center or HAC parking lots must have an "A" Lot or "B" Lot parking permit. Vehicles without a permit will be ticketed. To support department programs, exceptions to the overnight parking policy must be approved by the Director of Athletics or the Director of Student Activities & Leadership (Hunthausen Activity Center).

Reserved Parking

Parking in Employee Reserved Parking spaces is limited to those vehicles assigned to those parking spaces. Reserved parking is from 7:00 a.m. to 5:00 p.m., Monday through Friday, whenever the campus is open, except the reserved spaces marked 24-hours. Please note, there are some days when school is not in session but the campus is open (such as fall and spring break, parts of winter break, summer, etc.), in which these spaces are still reserved for their designated employee. Students are not permitted to park in areas reserved for employees during business hours. Vehicles registered to students that are parked in Faculty/Staff Lots will be ticketed, and may be towed and impounded at the owner's risk and expense. 

Visitor/Night and Weekend Parking

Visitor parking slots are not for student or employee parking. Visitor  parking spots are reserved for visitors to campus from 7:00 a.m. to 5:00 p.m., Monday through Friday. Vehicles that are found violating this policy will be ticketed, and may be towed and impounded at the owner’s risk and expense. Visitor parking is allowed outside of the business day—without a permit—in any of the faculty/staff parking lots and "B" Lots from 5:00 p.m. to 7:00 a.m., Monday through Thursday, and from 5:00 p.m. on Friday through 7:00 a.m. on Monday, with the exception of any signed Reserved Parking Spaces. Parking areas requiring an "A" Lot Permit are reserved 24-hours, 7 days a week and are never open to visitor parking.

Visitor parking is allowed during the business day in the Campus Center Pay Lot (with hourly rate charge), designated parking spaces on the east side of O’Connell Hall (without charge) and in the PE Center northwest lot (without charge). Visitors to campus may also secure a day pass to park in any "B" Lot. Trailers parked in the PE Center parking lots must receive permission from the Director of Athletics.

Event Parking

Students and employees may be requested to remove their vehicles from designated parking to provide special event parking on campus. For example, event parking is offered for home football games and all vehicles must be cleared from all PE Center Parking Lots by posted times on Friday prior to a home game. Event parking may also be requested for the Campus Center Parking Lot. Failure to remove a vehicle for event parking will result in the vehicle being towed and impounded at the owner’s risk and expense.

Loading Zone

Vehicles that are temporarily parked next to a building in order to unload a vehicle must use their hazard lights or the vehicle will be ticketed, and vehicles are only allowed to park for 15 minutes before the vehicle is moved.

15 Minute Parking Spaces

Fifteen Minute Parking Spaces are reserved for 15-minute parking 24-hours a day, 7-days a week. Vehicles will be ticketed if in the spots longer than 15 minutes. 

Vehicle/Parking Violations

Violation of Carroll vehicle use and parking regulations may result in fines, wheel-locking, or towing and impounding the vehicle at the owner’s risk and expense, and disciplinary action.

Vehicle/Parking Fines

To support responsible use of a vehicle and campus parking, the first five vehicle or parking fines during an academic year will be issued at the posted amount. Tickets numbering six through ten during the academic year will be issued at the amount of $50 per ticket. The occurrence of an eleventh ticket during an academic year (August-May) will result in the loss of parking privileges on campus for the remainder of the academic year and possibly permanent loss of parking privileges. The posted amounts for the first five tickets issued during an academic year are:

Parking ticket appeals must be submitted via the website at www.carroll.edu/parking, by email to parking@carroll.edu, or by visiting the Parking Office (O'Connell Hall 204) within 10 days of the time the ticket is issued. Minimum fines assessed may be increased or additional disciplinary action may be imposed by the Parking Manager depending on the severity of the situation.

Abandoned Vehicles

Unregistered or abandoned vehicles are not allowed on the Carroll College campus. If your vehicle becomes disabled at any time, please contact the Parking Office to make arrangements. Abandoned vehicles will be towed at owner’s expense.
